The answer is yes. The stock market closes at 4:00, and if you don't have after hours access, you can't trade. SPY options, along with options on a few more indicies and ETF/ETNs tracking indicies, end their regular session at 4:15. I would imagine, but have not verified, that you can trade those until their regular session ends at 4:15.
